Eighteen of Ohio’s 88 counties are among 44 at risk nationwide of having no insurer participating in their local health coverage Marketplace exchanges in 2018, according to the Kaiser Family Foundation.

Ahead of the federal deadline of Wednesday, June 21, the foundation announced its tracking of counties that at present, have no insurers committing to participating in the Exchanges next year. Insurers have until Wednesday to submit their rates for healthcare.gov. The Kaiser Family Foundation released a new map tracking such counties. It finds 44 nationwide — with 18 of them in Ohio.

Compiled from a Foundation analysis of insurer filings and news reports, the map charts the counties at risk of having no insurers based on current public announcements, along with the name of the 2017 participating insurer and the number of enrollees in 2017.

no insurerThe map also includes a tally of the number and share of counties at risk, and the number and share of enrollees that could be affected.

As of now, 44 counties (or 1.4 percent of 3,143 counties) are at risk of having no insurers participating in the insurance marketplaces, representing 31,268 estimated enrollees or 0.3 percent out of 12.2 million.

Foundation experts will continue updating the map until insurer participation in 2018 is finalized in the fall of 2017.

In a county where no insurer offers a plan through the marketplace, consumers may be able to buy a plan outside the marketplace. However, they would not be able to use federal subsidies, such as advance premium tax credits or cost-sharing reductions, to defray insurance premium or out-of-pocket costs.
